Free HIV & STI testing + PrEP in Orange County. No insurance, no judgment.

Short answer: yes, you can get tested for free in Orange County. The LGBTQ Center OC in Santa Ana does free HIV and STI tests with walk-ins welcome, weeknights included. The county’s 17th Street clinic tests and treats STIs—call (714) 834-8787—and offers PrEP and PEP if you’re uninsured. In Irvine, Radiant Health Centers lists free tests, PrEP and PEP.

Orange County has a reputation for beaches, planned communities and pretending nobody here ever needs an STI test. Cute. The county’s own clinic, an LGBTQ center with evening testing, an Irvine clinic built around HIV care and walk-in Planned Parenthood centers say otherwise. Here’s where to go, what it costs and what to ask.

Possible exposure? Ask for PEP. Today, not tomorrow.

PEP is a 28-day course of HIV medicine that must be started within 72 hours of a possible exposure, according to NIH and CDC. Sooner is better. Orange County’s 17th Street clinic offers non-occupational PEP for uninsured patients—call (714) 834-7770 on weekdays—and CDC’s directory also lists PEP at Radiant Health Centers in Irvine. If they can’t see you that day, or it’s a night or weekend, go to an emergency room or urgent care. PEP is for emergencies; if you’d need it more than once, ask about PrEP.

Free HIV self-tests by mail

Orange County’s own STD/HIV resource list includes TakeMeHome: you register online and a free self-test arrives discreetly, no insurance required. Check current eligibility on Together TakeMeHome’s site. CDC’s directory also lists a free HIV home test from Radiant Health Centers, mailed to eligible areas—ask them at (949) 809-5700. A self-test checks HIV only, and a positive result needs a follow-up test at a clinic.

PrEP without insurance: what still works

  • County 17th Street clinicThe county lists HIV PrEP, non-occupational PEP and DoxyPEP for uninsured patients, and PrEP navigation if you do have insurance. PrEP line: (714) 834-7737.
  • California PrEP-APThe state’s PrEP Assistance Program is for California residents 18+ with a recent negative HIV test, income up to 500% of the federal poverty level, and no full coverage from Medi-Cal or other insurance. Uninsured people can also get temporary coverage at participating pharmacies (CDPH). Ask any clinic above to help you enroll.
  • Radiant Health Centers and Planned ParenthoodBoth list PrEP on a sliding scale in CDC’s directory, and Radiant lists “PrEP for uninsured.” Call and ask exactly what you’ll pay.
  • Manufacturer assistanceCDC lists drug-maker programs for uninsured U.S. residents under an income limit. PrEP-AP asks you to enroll in one if you’re eligible.
  • Heads upThe federal Ready, Set, PrEP program stopped taking new enrollees on July 30, 2024 (KFF Health News). Old articles still recommend it.

Worried about papers or ID?

What we can—and can’t—tell you

We won’t promise anything an official source doesn’t, and here the sources are quiet. None of the Orange County Health Care Agency pages or CDC listings we checked say anything about immigration status. What they do say: the 17th Street clinic asks you to bring current contact information and fill out a registration form, its HIV care clinic checks insurance status at each visit, and the county’s resource list marks most public sites “no insurance required.” Federal law has long kept public-health programs for treating communicable-disease symptoms open regardless of immigration status (National Immigration Law Center), but federal rules have shifted in 2025–2026.

Practical move: call first and ask what you’ll need before you give your name. CDC lists Spanish at the county clinic, Spanish and Vietnamese at Planned Parenthood Santa Ana, and the county list shows APAIT in Garden Grove speaking Vietnamese, Korean, Chinese, Japanese and Tagalog. A self-test by mail skips the front desk entirely.
